Bailey is a minor character who's found in the prison as a guard. He is an odd person who tries to go by the rules but is always coerced by other people to not follow the rules. He, just like the rest of cops, feels attracted to Lynne, but like everyone else, his love is unrequited. His "oddness" come by his overreaction of little things, like being shocked because his partner throws one of his notes away, and his urge to dance in a few occasions like stomach ache, panic and darkness.

After Jowd breaks out of prison, he notes that he will continue to dance until the Earth stops spinning.
